First run cmd as administrator
Click the Start icon in the lower left corner of the Windows Server 2016 Datacenter system, find the Command Prompt under Windows System, right-click it, click More, and then click Run as Administrator
After copying the code below, right-click and paste it into the command prompt window on the server.

After pressing Enter to confirm the input, wait a few seconds and a window will pop up to prompt that the product key has been successfully installed.
Copy the following code, right-click and paste it into the command prompt window on the server
slmgr /skms kms.03k.org
After confirming the press Enter, a window will pop up prompting: The Key Management Service computer name has been successfully set to kms.03k.org
Finally, enter the following code, press Enter, and wait for a few seconds, and a window of successful activation will pop up.
slmgr /ato
Note: When activating, you must use the address kms.03k.org to activate successfully. It was personally tested on April 22, 2021 and it can be activated effectively.

How to solve the problem "Error: xxx on a computer running a non-core version of Microsoft Windows" during activation.
Before activating the version, check the version of Windows Server 2016 that needs to be activated. If you use the wrong key to activate, you will encounter the above error.
After changing the product serial number to the correct one, you can activate it again.
